Job Description:
Madison College is hiring a Manager of Institutional Research & Effectiveness. This position plays a key strategic role in fostering evidence-based decision-making at the College. This leadership position is responsible for strategic planning, assessment, and analytics that are critical to the ongoing operations of the college, as well as, developing and administering the College's Business Intelligence (BI) system, including data reporting, dashboards, and portals. Additionally, the role involves managing federal and state reporting, program accreditation, and overseeing institutional research to support various college planning efforts. The Manager will also lead training and education initiatives for staff on data systems and survey tools.

This full-time, exempt position offers exceptional benefits and is located at our Truax Campus in the vibrant and diverse city of Madison, Wisconsin's 2nd largest city and state capital. This role offers the flexibility to perform some work remotely, with the expectation of in- office work three (3) days a week, subject to change according to Madison College policy.
Key Responsibilities:
Staff Management & Leadership
Lead and manage the Institutional Research (IR) team, ensuring effective staff performance, providing ongoing training, managing budgets, and maintaining vendor relationships. Prepare and administer a budget exceeding $800,000, prepare cost estimates for capital and operational budgets, submit budget justifications, and monitor expenditures.
Data Analysis & Reporting
Design, build, and implement data reporting solutions using Business Intelligence tools, collaborating with College leadership to provide valuable insights and actionable data. Responsibilities include researching, analyzing, interpreting, and summarizing data from multiple sources to provide actionable insights for decision-making. Troubleshoot and resolve data quality and reporting system performance issues.
Data Requests & Reporting Management
Oversee the timely delivery of institutional reports while ensuring compliance with federal, state, and strategic initiatives. Includes overseeing projects ranging from small data/QA tasks to large-scale data projects, as well as building new technology capabilities.
Project Management
Manage and lead institution-wide projects impacting reporting systems and research efforts, ensuring that they align with institution-wide research needs.

Conceptualize, document, and map cross-functional systems and processes to facilitate knowledge-sharing and continuous improvement. - Training & Education
Develop and oversee training programs for staff on business intelligence tools and data literacy to promote data-driven decision-making across the College. - Commitment to College Values

Knowledge Skills and Abilities:
- Communication Skills: Proficient in effective oral and written communication; able to engage with diverse populations, including those from various socioeconomic, cultural backgrounds, and individuals with disabilities.
- Process Improvement and Documentation: Experienced in documenting processes and procedures, and utilizing tools like MS Visio, MS OneNote, MS Power Automate, and SharePoint to map and redesign process improvements.
- Business Intelligence and Reporting: Proficient in designing and creating reports using BI software such as Cognos BI (Report Studio, Query Studio, Event Studio, Active Report for Dashboards, Workspace, Analysis Studio), Azure Data Studio (or equivalent SQL editors), MS Access, and MS Excel.
- Advanced BI Functionality: Knowledge of advanced BI capabilities, including custom SQL, HTML, and JavaScript to enhance web and mobile functionality.
- Data Transformation and Visualization: Skilled in transforming data reports into usable formats for web and mobile media, using tools like Microsoft Excel, MS PowerPoint, Prezi, and Adobe Acrobat Professional.
- Training Development: Expertise in designing and developing training materials related to reporting system deliverables for staff and end-users.
- Data Analysis Presentations: Capable of creating and delivering data analysis presentations and reports for college leadership.
- Project Management: Experienced in managing projects across multiple users and departments, utilizing project management software to ensure timely and successful delivery.
Qualifications:
- Minimum Education
Bachelor's Degree required. - Experience
At least 10 years of progressive work experience to include data analytics and people management.
