Position Summary:
Reporting to the Connecticut State Colleges & Universities (CSCU) Chief Compliance Officer, the Executive Director of Civil Rights Compliance provides strategic advice, guidance, and direction to the CSCU system in connection with state and federal civil rights laws and regulations, including ADA, ADEA, Title VI, Title VII, Title IX, and CGA 10a. The Executive Director manages system office civil rights compliance operations and coordinates and collaborates with institution/campus level compliance officers.
Examples of Duties:
Under the direction of the Chief Compliance Officer, the Executive Director is responsible for leading the system-wide civil rights compliance program. The following examples of duties illustrate the general range of tasks assigned to the position but are not intended to define the limits of required duties. Other essential duties may be assigned consistent with the general scope of the position.
- Develops strategic plans and provides guidance and operational leadership in the delivery and administration of the development of policies, procedures and implementation of compliance programs related to ADA/504, ADEA, Title VI, Title VII, Title IX, Mandatory Training Programs, EEO/Affirmative Action, Clery Act compliance and reporting, Sexual Offender Registry and other compliance areas as appropriate.
- Serves as the CSCU ADA/504 Coordinator, Title VI Coordinator, and Title IX Coordinator, and is responsible for developing and providing strategic direction an oversight to institutional practitioners on the campuses to facilitate their compliance with Board of Regents (BOR) policy, and federal and state requirements.
- Develops, recommends, and implements policies, procedures, and best practices for the effective management of civil rights compliance and administration of training and education programs across the CSCU System; develops strategic initiatives to streamline and formalize the education, training and delivery of civil rights matters to all students, institutional practitioners, faculty, staff and administrators.
- Develops, promotes, and executes a system-wide civil rights compliance program to prevent, detect, and respond to violations of BOR policy and applicable law related to anti-harassment and non-discrimination.
- Advises system office and institutional investigators regarding confidential civil rights investigations. Acts as CSCU point of contact for any related external investigations.
- Develops, designs, and delivers mandatory Sexual Harassment and Title IX related required training for CSCU students and employees according to Federal and State law. Partner with agencies and other educational institutions to coordinate additional training opportunities as needed.
- Compiles CSCU System reports on Title IX and sexual misconduct related matters, preparing an analysis and reporting regularly to the Board of Regents on conclusions and recommendations for positive change.
- Provides strategic direction and oversight on compliance reporting relating to Title IX, Disability Services, and other related fields. This includes system wide responsibility for PA 14-11.
- Works in partnership with the Chief Information Officer to review, procure, and launch software initiatives.
- Directs and advises campus compliance partners and system-wide executive leaders with respect to best practices for the development of consistent civil rights compliance procedures, grievance processes, hearing panels and disciplinary action.
- Provides advice and guidance and works closely with CSU-CHROs and Labor Relations on Title IX issues involving employees to ensure proper coordination and compliance with collective bargaining agreements.
- Provides advice and guidance and works closely with HR leadership on Title IX, Non-discrimination, EEO/AA, and more to ensure proper coordination and compliance.
- Develops, recommends and implements programs system-wide related to Clery Reporting, the Sexual Offender Registry and more.
- Provides strategic direction, resource and counsel to campus leadership on matters relating to high-risk individuals visiting and/or attending classes or other activities on the campuses (Sex Offenders, etc.)
- Works closely with the Office of Board Affairs, serving as the Advisor to the Student Advisory Committee for the Board of Regents to ensure that the Student Advisory Committee operates within the bounds of its bylaws and state statutes, and assists with the synchronization and implementation of relevant student initiatives for the Office of Academic & Student Affairs.
- Advises on pregnancy and related conditions involving modification requests.
- As the 504/ADA Coordinator, leads efforts related to digital accessibility with IT, Student Affairs, Academic Affairs, and other stakeholders.
- Conducts civil rights investigations, interviews parties, identifies and collects relevant documentation, analyzes evidence, drafts investigation reports, issues findings and determinations, recommends remedial action and maintains accurate and complete investigative files.

Qualifications:
JD strongly preferred or Master's degree in organizational management, public administration, or a closely related field, and a minimum of (5) years of professional experience working as part of a System, College, or University compliance or related team.
Incumbents are required to have demonstrated advanced knowledge and abilities in the following:
- Demonstrated knowledge and experience in matters relating to ADA/504, ADEA, Title VI, Title VII, and Title IX.
- Demonstrated knowledge and experience in conducting thorough and complete civil rights investigations, and in training and support of investigative staff.
- Demonstrated conflict resolution skills thorough understanding of what leads to conflict, the nature of conflict, and methods of resolution.
- Demonstrated ability to promote and lead programs for a wide variety of constituents and groups.
- Demonstrated ability to develop and maintain constructive relationships with diverse populations, and to analyze and solve complex human relations matters.
- Knowledge of federal, state, and local laws and regulations related to ADA/504, Title IX, Title VI, Title VII, and other related fields.
- Excellent listening, verbal and written communication skills and ability to convey complex information in a clear and concise manner appropriate to the audience, including speaking and formal presentations.
- Strong leadership and interpersonal skills with the ability to communicate effectively and efficiently and manage at all levels of the organizations and with staff on site and at remote locations. Strong problem-solving skills and the ability to exercise sound judgment and discretion and make decisions based on accurate, well informed, and timely analyses.
Starting Salary:
Minimum Salary; $158,311 - 175,901 approximate annual plus excellent State of CT medical insurance, retirement, and related fringe benefits. The salary will be based on the selected candidate's qualifications such as education and job-related experience, and internal equity.
