Working Title: Senior Manager - IT Project Management Office (ITS-5)

Job Summary/Essential Functions: This is an open recruitment; three days' notice will be provided prior to closure of recruitment.

Eastern Washington University and its Office of Information Technology invites applications for a seasoned IT professional for a Senior IT Project Manager position.

Under the generation direction of the Chief Technology Officer, this position will provide leadership and direction for the project management office, to include overseeing the assigned project management staff, as well as coordinate and direct all minor and major projects. Additionally, this position will be responsible for managing matrix-staff resources and will oversee the execution and expense of all assigned project budgets.

Additionally, this position provides expert consultation and specialized analysis, acquisition, project management, and problem resolution tasks for major enterprise-wide, high risk/high impact, or mission-critical technology systems. Performs highly-complex tasks such as conducting capacity planning to determine organization-wide needs and make recommendations or writing feasibility studies and decision packages for high visibility/impact initiatives.

The Senior Manager for the Project Management Office provides leadership and expert consultation for large-scale enterprise technology projects. Provides project management leadership, technical expertise and demonstrates knowledge of project management practices, principles, and skills. May supervise information technology specialists or function as a recognized expert who is sought out by others in resolving or assessing controversial or precedent-setting issues.

This position has a responsibility to ensure the operational efficacy and excellence of the organization. He/she designs and documents work flow, manages and provides solutions to new business unit ideas, trends, and concepts appropriately through the latest technological paths. Significant duties of the position require on-going relationships with functional users and departmental end users to assure an understanding of their needs and expectations and ensure they fully understand the uses and benefits of the enterprise information systems.

Work Schedule: Position typically works day time hours, Monday-Friday (i.e., 8am - 5pm approximately), but may be expected to work evening hours and/or weekends to fill position responsibilities.

Required Discipline(s) for Degree: Business Administration, Computer Science, Computer Information Systems, Project Management, or directly related discipline

Note: 5 years in the area of senior information systems management relevant to the remaining required qualifications may be substituted for the degree requirement.

Minimum Qualifications:

--Bachelor's degree in Business Administration, Computer Science, Computer Information Systems, Project Management, or directly related discipline; 5 years in the area of senior information systems management relevant to the remaining required qualifications may be substituted for the degree requirement

--Industry standard certification for project management, e.g. PMP; your certification must be current or if expired, renewable within the first three months of employment

--Four years of ever increasing responsibility in an information technology environment, including implementing and managing enterprise-wide institutional technology projects; or equivalent education or experience

--Two years of experience managing technical staff

--Experience working with functional units to determine their technical needs

--Advanced Skills with business automation software, e.g. MS Office, PM tools, etc.

--Ability to make effective decisions under pressure

--Ability to think analytically and be a problem solver

--Additionally, candidate must offer interest, ability and/or experience to promote cultural competency and/or diversity

POSITION SPECIFIC REQUIREMENTS:

--Significant work related experience (four or more years) as a technical analyst or information technology project manager

--Two years' experience implementing, managing, and administering complex, enterprise -wide technical projects

--Two or more years managing project budgets and direction project expenditures

--Advanced skills in MS Word, Outlook, and Excel

--Solid and effective project management skills

--Ability to analyze and document complex business processes

--Ability to make effective decisions under pressure

--Ability to think analytically and should be a problem solver

--Ability to gather and interpret relevant data and information

--Strong analytical and project management skills required, including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements

--Excellent verbal and written communication skills and the ability to interact professionally with a diverse group, executives, managers, and subject matter experts

--Develop requirements specifications according to standard templates, using natural language

--Growing knowledge of technology landscape. Seek to learn, and to retain information about the technology and systems in us

--Strong facilitation/knowledge transfer skills.

--Self-enforcement of role boundaries

Preferred Qualifications: PREFERRED QUALIFICATIONS:

--Knowledge and experience working in a higher education environments in areas dealing with enterprise information technology management and support.

--Two years' experience with Higher Education systems
